Carlos Enrique Alvarado is the President and founder of the Central American Association for Aeronautics and Space (ACAE, in Spanish). He is a Construction Engineer, graduated from the Costa Rica Institute of Technology and currently studies at Harvard University, in the Master in Public Policy (MPP) program of John F. Kennedy School of Government (Class 2018).

Carlos Enrique provides advising to several decision makers of the Government of Costa Rica, congress representatives, diplomatic missions, universities and organizations from civil society in the preparation process of Costa Rica to be engaged in the global space value chain. ACAE is currently developing the first Central American satellite in partnership with the Costa Rica Institute of Technology (Irazú Project).
