Graduated in Electronics at Instituto Salesiano “Domingo Savio” of Montevideo and in Engineering at Uruguay’s University of the Republic (UdelaR).
He has worked in the administrative area of the radioelectric spectrum since 1991 when he joined the National Directorate of Communication, which later became Uruguay’s Regulatory Unit of Communication Services (URSEC) in 2001.
He has been head of the radio frequency area for more than two decades. Presently, he is chief of the Spectrum Management Department, and member of URSEC’s Management Committee.
He has assumed different positions with the Standing Advising Committee II of the Inter-American Telecommunication Commission (CITEL) including as Vice President from 2010-2013; as well as Vice President of the Working Group to Prepare for the World Radiocommunication Conference 2012, and as President of that same group for the WRC 2015. Currently, he is one of the Vice Presidents for the CCP.II for 2014-2018.
