Born in Veracruz, Mexico, Ingrid Morgan graduated from the National Autonomous University of Mexico (UNAM) in Computer Engineering and has a masters degree  in IT Management from the Monterrey Institute of Technology and Higher Education (ITESM). She has more than 28 years of experience in federal public administration; out of those, 21 are in the ICT area of the national security sector.

In 2008, she joined the Mexican Federal Police as Chief Commissioner and Technical Support Coordinator. During her tenure in office, voice and data networks for mobile and fixed communications have been implemented nationwide, as well as high technology communication systems that help the Federal Police exchange information with police agencies in North and Central America. She has also been an FP representative in the telecommunications area for National Security Coordinating Groups.
